The number of children in need of adoption in Franklin County has increased from 172 children in 1983 to 971 children in 1997 (464.5%). The number of children adopted has not kept pace with the number of children available for adoption, as demonstrated by the table below.
The overall trend for 10 of the past 15 years has been that less than half of the children available for adoption have in fact been placed in adoptive homes. Beginning in 1993, the number of children that remained unplaced was more than three times greater that the number of children placed in adoptive homes. These fiqures are a composite of several organizations that provide adoption services. The primary agency is Franklin County Children Services.
