The capacity of the Franklin County Correctional System dropped from 1,884 in 1997 to 1,852 in 1998 due to the remodeling of the downtown jail structure. Since 1985 the system's capacity has more than doubled (157.2% increase). 1990 was the first year that the average number of persons held was lower than the system's capacity.
In 1998, the Franklin County Correctional System held a daily average of 1,806 persons. The highest number of persons held by the system was 1,997, and the lowest was 1,653. From 1984 through 1998, the average number of persons held increased by 106.6%.
