Federal government funding has played a reduced role in providing housing over the last 17 years in Franklin County. As the graph above illustrates, the number of newly assisted housing units in Franklin County has decreased by 73.4% since 1980, from 821 in 1980 to 218 in 1996. Newly-assisted housing programs are not entitlement programs. According to the Ohio office of the U.S. Department of Housing and Urban Development (HUD), the lack of new housing units does not necessarily represent a lack of funding from HUD for those programs. For example, HUD has increased qualifications for these funds, making the application process more difficult and competitive. Further, local governments may choose not to apply for HUD funding.
New construction refers to projects that were built from the ground up. Rehabilitations refers to projects that refurbished existing structures that were either substandard or were not previously used for housing. Vouchers and certificates refer to programs which provide households with housing subsidies. Households receiving certificates contribute 30% of their income toward housing costs with the remainder paid for from HUD funds when they reside in units that qualify according to the program's rent standards. Those receiving vouchers receive a fixed amount based on a standard rent which assumes that 30% of household income is used to pay housing costs. Households with vouchers are not restricted to rental units that are within a program's rent standards so their effective contribution towards housing costs can exceed 30%.
The federal government has not provided funding to develop new public housing units since 1981. Instead, federal public housing funds have been used to rebuild or tear down previously built public housing units.
