The need to remove children from their homes for reasons of neglect or abuse is a general indicator of the health of families in the community. In 1997, 3,629 children were placed in facilities paid for by Franklin County Children Services (FCCS), an increase of 151 placements (4.3%) from 1996. Since 1980, placements have increased 81%. In addition to placing children in protective environments, FCCS serves abused, neglected, and dependent children by investigating child maltreatment, providing protective in-home services and supervision, and providing temporary placement services. Further, FCCS provides services to unruly and delinquent youth who are referred by the Franklin County Court of Common Pleas.
