The number of people receiving Aid to Dependent Children (ADC) and General and Disability Assistance (GA/DA) in Franklin County decreased from 54,024 in 1996 to 46,910 in 1997 (a 15.1% decrease). In 1997, there were 45,562 average monthly ADC recipients and 1,348 average monthly GA/DA recipients in Franklin County.
ADC is a program designed to meet the needs of children and their parents or other caretakers who require cash assistance when the combined value of their income and other resources is less than the minimum state standards of need. The federal welfare reform in 1996 replaced ADC with the Temporary Assistance to Needy Families (TANF) block grant. Among other changes, the new law imposed a five year lifetime limit on receipt of welfare benefits and required most adults to work. GA is a program of cash and medical assistance to individuals or families in need who are ineligible for a federal categorical program (ADC or Supplemental Security Income). As of October 1, 1991, the GA program was split into two programs, Disability Assistance (DA) and General Assistance (GA). In both new programs, monthly payments were reduced and medical coverage was scaled back dramatically. The new GA program also imposed a participation time limitation of six months per year. As of August 1, 1995 the GA program was terminated, which explains the dramatic decrease in the 1995 figures. DA is still distributed.
