The Adult Protective Services Unit of the Franklin County Department of Human Services defines elderly as persons aged 60 and over. In 1995, there were 1,372 reported cases of elderly abuse, neglect and exploitation, of which 1,356 cases were substantiated. Substantiated cases of elderly abuse, neglect and exploitation have increased from 690 in 1985 to 1,356 in 1995 (a 96.5% increase). According to the administrator of Adult and Refugee Services of Franklin County, this increase is attributable to better education of the community in detecting and responding to instances of abuse, neglect or exploitation. Of all substantiated cases in 1995, the majority (84.2%) were cases of neglect.
According to the Adult Protective Services Unit, abuse is, "the infliction upon an adult by him/herself or others of injury, unreasonable confinement, intimidation, or cruel punishment with resulting physical harm, pain, or mental anguish." Neglect is defined as, "the failure of an adult or caretaker to provide goods or services necessary to avoid physical harm, mental anguish or mental illness." Exploitation is, "the unlawful or improper act of a caretaker using an adult or his resources for monetary or personal benefits, profit, or gain."
