Three percent of households with children ages 0-5 in Franklin County are in need of day care services, according to the Metropolitan Human Services Commission's 1986 Needs Survey. This represented 10,250 households in Franklin County. Need for day care services varied for different neighborhoods. Low-income neighborhoods with greater need were Area Six (low-income unincorporated areas in Franklin County) with 5% of households in need of day care services, Franklinton/Hilltop (4%), and the Eastside (4%). The survey also found that 1% of households in Franklin County with children ages 6-17 indicated that child supervision after school was a problem.
Need for day care services is defined as the percentage of households with children ages 0-5 that either were presently using day care, preschool or Headstart, or were without any child care and indicated they needed it (usually to enable the parent to work). A total of 2,450 Franklin County residents were interviewed by telephone or in person. The Franklin County average data are based on a random sampling of 500 interviews. In each of the low-income neighborhoods, 325 people were interviewed.
