In 1992, $167,338,508 were generated locally for human services programming, through a combination of public and private fundraising mechanisms. The chart above illustrates the relative amount of funds raised by the local community for each of the local human services funding systems. This local contribution represents 52.4% of all funding for human services programming in 1992. The majority of funding generated locally resulted from voter approved property tax levies which funded the Franklin County Board of Mental Retardation and Developmental Disabilities, Franklin County Children Services, and the Franklin County Alcohol, Drug Addiction and Mental Health Services Board. Columbus and Franklin County residents provided dollars in the form of property, income, and other taxes which helped fund health services, general social services, recreation and parks, juvenile justice and crime prevention. In addition, the United Way expended over $30 million, mostly from donations, in 1992.
Human services programming includes the entire range of services to people in the community, including: the elderly and children; people with mental retardation and developmental disability; people with mental illness; substance abusers; people with health problems; people on unemployment or lacking job skills; criminals and juvenile delinquents; community development, and many more. It does not include, however, funding for public assistance income subsidy programs such as Medicaid, ADC, Food Stamps and General Assistance. In addition, these figures do not included private payments for services or local foundation disbursements.
