Total Funding for Human Services Programming in Franklin County by Funding System: 1992

In 1992, $319,079,122 were available for human services programming through the local funding systems in Franklin County. Human services programming includes the entire range of services to people in the community, including: the elderly and children; people with mental retardation and developmental disabilities, people with mental illness; substance abusers; people in need of health services; people on unemployment and those lacking job skills; criminals and juvenile delinquents; community development, and much more. It does not include, however, funding for Public Assistance income subsidy programs such as Medicaid, ADC, Food Stamps and General Assistance.

The chart above illustrates the relative amounts of funding available through each of the local human services funding systems.

The Franklin County Children Services (FCCS) and Franklin County Board of Mental Retardation and Developmental Disabilities (FCBMR/DD) stand out as the two largest funding systems, with $61,055,887 and $55,823,961 available in 1992, respectively. These are followed by the Franklin County Alcohol, Drug and Mental Health Services Board (FCADAMH) with $40,733,222 and the Franklin County Department of Human Services with $35,738,783. Together the three levy-funded agencies (FCBMR/DD, FCCS, and FCADAMH) in 1992 contributed nearly half (49.4%) of all funding available for human services programming.
