Public Assistance Funding in Franklin County by Public Assistance Program: 1989-1992 (Adjusted to 1992 Dollars)

In 1992, $668,244,436 were spent to subsidize the incomes of people in need in Franklin County through the public assistance programs of the Franklin County Department of Human Services. This represents a real increase of 39.1% since 1989, when adjusted for inflation. As the chart above illustrates, Medicaid reimbursements are the largest form of public assistance (62.4% of total in 1992), and are responsible for much of the increase in Public Assistance funding over the 4-year period from 1989 to 1992. When adjusted for inflation, Medicaid reimbursements increased by 52.1% between 1989 and 1992. In contrast, ADC and GA expenditures combined increased by only 12.4% between 1989 and 1992 when adjusted for inflation. Food Stamp expenditures increased by 44.6% over the same period.

In October, 1991, the GA program was split into two programs called Disability Assistance (DA) and General Assistance (GA). In both new programs, monthly payments were reduced and medical coverage was scaled back dramatically. In addition, the new GA program imposed a participation time limitation of six months per year. In October of 1995, the GA program was eliminated completely.

Public Assistance programs provide cash and in-kind income subsidies to individuals in the community. Public Assistance does not include the wide range of services for people in the community referred to as "human services programming." Human services programming includes: services for the elderly and children; services for people with mental retardation and developmental disabilities, services for people with mental illness and substance abusers; services for people in need of health services; people on unemployment or lacking job skills; and juvenile delinquents, etc. "County Administration" accounts for the funding spent by the county and the state government to adminsiter the Public Assistance funds.
