In 1992, $319.1 million were made available for human services programming through 14 local funding systems in Franklin County. The graph above illustrates funding in 1989, 1990, 1991 and 1992, for the 14 funding systems.

The graph above illustrates that a majority of funding comes from local sources, between 43% and 46.5% for all four years. The federal government contributed between 27% and 32%, state government between 11.2% and 12.8%, private funding between 9.9% and 11.2% and other funding between 3.4% and 4.3%.

Human services programming includes the entire range of services to all people in the community including; the elderly and children, people with mentally retardation and developmental disabilities, people who are mentally ill, substance abusers, people with health problems, people on unemployment or lacking job skills, criminals and juvenile delinquents, and many more. It does not include funding for Public Assistance income subsidy programs such as Medicaid, ADC, Food Stamps and General Assistance.

"Local" funding includes general and personal property taxes and other taxes collected by Franklin County and the City of Columbus. "Private" funding refers to charitable contributions, donations to the United Way of Franklin County, and client fees. The "Other" category refers to revenues from such sources as rent, interest, sales, etc. These data do not include private fees or comprehensive philanthropy information.

Note: These funding figures are based on fiscal data provided by the Alliance for Cooperative Justice, Central Ohio Area Agency on Aging, Columbus Health Department, Columbus Human Services Department, Columbus Metropolitan Area Community Action Organization, Columbus Recreation & Parks Department, Franklin County Alcohol, Drug Addiction and Mental Health Services Board, Franklin County Board of Mental Retardation and Developmental Disabilities, Franklin County Children Services, Franklin County Department of Human Services, Franklin County District Board of Health, Mid-Ohio Regional Planning Commission, Private Industry Council and the United Way of Franklin County.

These figures do not include Public Assistance income subsidy programs (Medicaid, ADC, Food Stamps, GA). They also do not include grants from private or corporate foundations.

Figures for 1990 and 1991 for ADAMH have been estimated. Figures for 1992 from the Columbus Department of Human Services are from the Columbus Comprehensive Annual Financial Report. Figures for 1992 from the Private Industry Council are based on their projected figures for 1992.
