Mahoning County (Youngstown) had the highest percentage at 24.8%, and Stark and Summit Counties (Canton and Akron) had the lowest at 19.3%.
The 150% poverty level is defined as an annual income at or below a point 50% above the federal poverty standard. For a family of three in 1989, annual income at the 150% poverty level was $14,828. The 150% poverty level concept captures both the poor and the near-poor.
