There were 44,041 Franklin County residents, or 6.0% of the population 16 years or older, with a mobility or self-care limitation in 1990. Although fewer in number, mobility and self-care limitations affect a larger percentage of the elderly. In 1990, there were 7,466 persons between the ages of 65 and 74 and 10,456 persons 75 years or older with a mobility or self-care limitation, representing 13.6% and 32.1% of those populations, respectively. In contrast, only 4.0% of persons ages 16 to 64 (or 26,119 persons) had a mobility or self-care limitation. The likelihood of having both limitations increases also with age. 13.4% of persons 75 years or older (or 4,363 persons) had both a mobility and self-care limitation, compared to only 0.9% of persons 16 to 64 years and 3.8% of persons 65 to 74 years old.

Persons were identified as having a mobility limitation if they had a health condition that lasted for 6 or more months and which made it difficult to go outside the home alone (i.e., for shopping, doctor visits, etc.). Persons were identified as having self-care limitations if they had a health condition that had lasted for 6 or more months and which made it difficult to take care of their own personal needs, such as dressing, bathing, or getting around inside the home. Health conditions may be either physical or mental. Temporary health problems, such as a broken bone that is expected to heal normally, are not included.
