In Franklin County in 1990, 28.7% of renters and 10.0% of homeowners spent more than 35% of gross monthly income on housing costs (more than 35% of household income is a standard indicator of unaffordable housing). This represented 47,379 renter households and 18,822 homeowner households spending too much for their housing in 1990. As the chart above indicates, housing costs are particularly burdensome for lower-income households. In 1990, 77.4% of renter and 57.1% of homeowner households making less than $10,000 annually paid too much for their housing costs. In contrast, of households making more than $50,000 annually, no renters and only 1.2% of homeowners spent more than 35% of their income on housing.
Monthly owner housing costs include the sum payments for: mortgages and other similar debts on the property; real estate taxes; fire, hazard and flood insurance; utilities (electric, gas and water) and fuels (oil, kerosene, wood, etc.). Monthly renter housing costs include the agreed to contract rent plus the estimated costs of utilities and fuels. Maintenance and repair costs are not included in either.
