There were 405,418 total housing units in Franklin County in 1990, an increase of 49.5% from the 271,190 units in 1970. In 1990, 51.3% of all housing units were owner-occupied. This represents a 4.3% percentage point drop from the 55.6% ownership rate in 1970. Renter-occupied units increased from 40.0% to 42.2% of all housing units from 1970 to 1990. Units may be vacant because they are for rent, for sale, rented or sold but not yet occupied, held for occasional or recreational use, for migrant workers, boarded up, or vacant for some other reason. In 1990, 57.5% of all vacant units (or 3.8% of total units) in Franklin County were vacant for rent, and 13% of all vacant units (or 0.9% of total units) were vacant for sale. 1,477 vacant units (5.5% of all vacant units) were boarded up.
