In 1990, there were 25,317 people in group quarters in Franklin County, a 9% decrease from 1980. Significant changes have occurred in the number of persons in mental hospitals and nursing homes. The number of people in mental hospitals decreased by 85% from 1970 to 1990, with the largest decrease (74.8%) occurring between 1970 and 1980. This decrease reflects the deinstitutionalization policies of the 1960s and '70s. People in nursing homes increased to 5,579 in 1990, nearly double the total in 1970.
Correctional institutions and juvenile institutions are included in the "other institutions category". In 1990, correctional institutions housed 1,905 people, while juvenile institutions held 1,052. All persons counted in the census and not living in households are classified by the Census Bureau as living in group quarters.
