There were 7,310 crowded and 1,417 substandard housing units in Franklin County in 1990. Crowded units have increased from the 5,200 units in 1980 (40.6% increase). The majority of crowded units are renter occupied (71.5% of total). Substandard units (lacking complete plumbing), conversely, have decreased from the 15,200 units in 1980 (90.7% decrease).
A 1985 study by the Columbus City Council Housing Task Force defined crowded conditions as 1.01 or more persons per room. Substandard units were defined as units lacking some or all plumbing.
