The population in Franklin County is aging. Over the period from 1980 to 1990, Franklin County's youth population, 18 and under, grew by just 0.3%. Conversely, the population 65 and over increased by 23.2%. For the White, Black and American Indian, Eskimo and Aleut populations, the elderly were the fastest growing age cohort between 1980 and 1990. The white youth population actually decreased by 3.6% over this period, while the white elderly increased by 23.2%. Black youth increased 8.9% over the period, and the black elderly population increased by 29.1%.
